Narrative:

Robert Adair Burnett was born on January 25, 1934, in Spartanburg, South Carolina. He and Mary Vaughan Burnett have two children, Dorothy and Wendy. Dr. Burnett received a B.A in Economics from Wofford College, a M.A. and Ph.D. in History from University of North Carolina at Chapel Hill in 1968. Dr. Burnett served as Professor of History, Chairman of the History Department and University Ombudsman at University of Louisville from 1968-1978. He described University Ombudsman as the ideal preparation for a college presidency. Dr. Burnett joined the faculty of Armstrong State College in 1978 as Professor of History and Dean of the School of Arts and Sciences. On April 19th, 1985 Dr. Burnett was inaugurated as the fifth President of Armstrong State College.

Dr. Burnett saw his tenure at Armstrong as divided into two periods. The earlier period, 1978-1988, was dominated by desegregation issues. Fall 1979 saw the implementation of a court ordered desegregation plan, which moved all education programs to Armstrong and all business programs to Savannah State College. Three studies recommended the merger of the two schools, which was discussed and debated until 1988. Dr. Burnett saw a second, "boom era" beginning in 1988. During this period, the administration focused on the growth and development of the College's academic programs, facilities and community outreach. The University's total budget quadrupled to $44.7 million. Enrollment grew from 2500 to 5,700 during Burnett's presidency. The Sports Center and University Hall were constructed and 2 classroom buildings received major renovations.

More than 26 academic majors were developed during Burnett's tenure, including physical therapy (in 1993), speech language pathology and economics. Dr. Burnett also campaigned for an engineering program in Savannah throughout his administration.. In 1983 the American Association of University Professors removed its 10 year censure of Armstrong. In its 1992 SACS accreditation, Armstrong was commended for its strong faculty governance.

In addition to faculty-development, Dr. Burnett's administration strengthened ties to Alumni and the Savannah Community. Early in Dr. Burnett's tenure, the Alumni Association was reinvigorated. In 1991 Dr. Burnett founded the Public Service Center at Armstrong. In 1993 the Office of University Advancement was developed to oversee programs and services for alumni, public relations and fundraising, including the Armstrong Foundation. Dr. Burnett was active in numerous professional and civic organizations during his tenure, including the President's Commission of the National Collegiate Athletic Association, the Savannah Economic Development Authority, the Rotary Club and the Business, Education and Technology Alliance.

During the 1980's Dr. Burnett and other University System College Presidents in Southeast Georgia engaged in a number of discussions about a regional university. On July 1 1990 Georgia Southern College was designated as a University. At that time ASC and SSC graduate programs became affiliated with Georgia Southern University, a decision that Dr. Burnett openly opposed. Soon after the affiliation with Georgia Southern ended in 1995, Armstrong attained university status and changed its name to Armstrong Atlantic State University. After 21 years at Armstrong, 17 as President, Dr Burnett announced his retirement April 7th 1999. (Box 59.25, East Rotary Speech, June 11, 1999. And The Burnett Legacy)

Scope and Content

The bulk of the records are for the period 1978-1990. They document Dr. Burnett's administration of the College, its daily operations, curriculum, program development, accreditation, and building programs. Correspondence with administrators, faculty and departments on campus, especially Athletics form the bulk of the record. The program exchange with Savannah State (1979-), discussions of merger with Savannah State College(1978-1988) and the plans for developing a Regional University (1987-1998) are well documented. Dr. Burnett's work with community organizations, such as the Boy Scouts, and his membership on the Board of Trustees of Candler Hospital and correspondence with educational associations are also a significant part of the record.

The Burnett records were stored in the Central Supply Department on Campus for approximately 10 years until transferred to the Archives and processed during 1999-2000. The condition of the paper was good; the boxes had been sealed. Temperature and humidity in the storage shed was uncontrolled. The boxes had been labeled and some included container lists. The files appeared to be in original order, which was maintained in the present arrangement. Dr. Burnett transferred 4 boxes of records (late 1980's through 1999) directly to the University Archives after his retirement June 1999. Dr. Burnett reviewed these records before transfer and included brief contextual notes (Box 59.1 Regional University Collaboration.) All of Dr. Burnett's records transferred to the Archives through August 2000 are processed, arranged and described this finding aid.

In 1989 the Business Office and Central Supply created records transferal policies. The University Archives does not have the presidential records after this date. They are housed in the Central Supply Department. Recently the Library Director and Archivist made arrangements to transfer the records of the Office of the President to the University Archives. The University Archives will accession additional records from the latter part of Dr. Burnett’s presidency during in October 2000.

There are 4 alphabetical sequences of subject files, divided roughly into the following periods and a separate subject series on the Regional University:

Files from all sub-series have items from earlier dates, as some files were kept active longer. Subjects include: files by type, (general correspondence, faculty memos, recommendations, letters to students, program proposals, etc.) files by organization name (ASC Commission, Boy Scouts, the Savannah Arts Commission, Chamber of Commerce, Candler Hospital) and files on topics (long range planning, goals, faculty advisement, faculty workload, Degrees (New), Engineering Proposal, Regents Test, etc). A significant set of records addresses desegregation, plans for merger with Savannah State and regional collaboration among local Universities. For records concerning plans for merger with Savannah State Univ. circa 1982-1983, see Boxes 52.3 (files 20-23), 52.4 and 56.1( files 18-21.)
